DREAM: a story about love, deception, greed, lust and...unbridled enthusiasm.
Ever have a dream that you can't remember, but then you'll come across something during the day that'll either cause you to remember the dream in great detail, or just allow you to recognize you had a dream about a certain subject, but not remember a thing about it? I can't remember the setting or circumstances, but I think I had a dream about Billy Mumphrey. Or at least about the manuscript.
"You see Elaine, Billy was a simple country boy. You might say a cockeyed optimist, who got himself mixed up in the high stakes game of world diplomacy and international intrigue."

I suddenly got interested in Billy Mumphrey, I've started to google him because of this post.
Wow, now that's unbridled enthusiasm!
If I understand the story, he got way in over his head and secret service agents with sinister interests put an end to Billy's little life. He never saw it coming and they made it look like a suicide, so no one will ever know the truth about Billy Mumphery's death - let alone the far away misadventures he fell into in the last years of his life.
Huh...poor Billy. Glad you gave us such a brief abstract (a Cliff Notes version of the Cliff Notes version) of the Billy Mumphrey story Stan. Now I won't need to read the manuscript, especially if it's laying around in a fumigated apartment.
A manuscript? Has anyone made a movie about Billy?
No, Seinfeld never made a movie.
